The primary purpose of the FIFA Procedural Rules Governing the Football Tribunal is to regulate the organisation, composition, jurisdiction and functions of the Football Tribunal in resolving football-related disputes and regulatory applications in accordance with FIFA regulations. They establish the general procedural framework under which the Tribunal operates.

Its main focus is to define how the Football Tribunal functions, who may act as parties before its chambers, and how decisions relating to football-related disputes are made. The Tribunal is composed of three chambers: the Dispute Resolution Chamber (DRC), the Players’ Status Chamber (PSC) and the Agents Chamber (AC), as provided for under article 54 of the FIFA Statutes.

The Procedural Rules, issued by the FIFA Council, govern how the Football Tribunal carries out its functions. Its jurisdiction is defined across relevant FIFA regulations, including the Regulations on the Status and Transfer of Players (RSTP) and the Regulations Governing the Application of the FIFA Statutes (RGAS).
