What is the FIFA Regulations on the Status and Transfer of Players?
The primary purpose of the FIFA Regulations on the Status and Transfer of Players (RSTP) is to establish the procedures governing the registration of players, both nationally and internationally, before they may participate in organised football, and to provide the framework for resolving disputes between clubs.
Its main focus is to lay down globally binding rules concerning the status of players, their eligibility to participate in organised football, and their transfer between clubs belonging to different associations. The regulations require the mandatory use of the Electronic Domestic Transfer System for national transfers of professional and amateur players within eleven-a-side football, ensuring that each national transfer is recorded when a player registers with a new club within the same association.
For international transfers, the regulations govern the allocation of a globally unique FIFA ID through the FIFA Connect ID service and the use of the Transfer Matching System (TMS), a web-based information system designed to simplify international player transfers and enhance transparency and information exchange between member associations. Students are required to dedicate 10 hours of active study to this section.
