The primary purpose of the FIFA Clearing House is to act as an intermediary for the payment of training rewards within the football transfer system in accordance with the FIFA Statutes and the Regulations on the Status and Transfer of Players (RSTP). It supports the integrity and proper functioning of the transfer system by carrying out compliance assessments and ensuring payments are processed correctly and transparently.

Its main focus is to protect contractual stability between players and clubs, encourage the training and development of young players, promote solidarity between elite and grassroots football, protect minors, maintain competitive balance, and ensure the regularity of sporting competitions. It also aims to enhance financial transparency, prevent fraudulent conduct, and safeguard the integrity of transfer-related payments.

The regulations set out the procedures governing payments processed through the FIFA Clearing House, apply to eleven-a-side football, and are binding on all parties subject to the FIFA Statutes. Students are advised to study these regulations carefully and actively to ensure full understanding. It is recommended that students dedicate 12 hours of study time to this section, with an additional 2 hours of active reading for the regulatory framework.
