What is the FIFA Disciplinary Code?
The primary purpose of the FIFA Disciplinary Code is to establish the legal framework for imposing sanctions for breaches of FIFA Statutes, regulations, decisions and directives. It defines disciplinary procedures within FIFA and sets out infringements of FIFA rules and the corresponding sanctions applicable to persons involved in organised football. It also regulates the organisation, composition and functions of FIFA’s judicial bodies and the procedures followed before them.
Its main focus is to govern disciplinary matters relating to matches and competitions organised by FIFA, as well as association football matches and competitions not falling under the jurisdiction of confederations or member associations, unless otherwise specified. The Code also applies to breaches of FIFA’s statutory objectives and any FIFA rule not under the jurisdiction of another FIFA body.
FIFA judicial bodies base their disciplinary decisions on breaches of FIFA Statutes, regulations, circulars, directives, decisions, the Laws of the Game, Swiss law, or any other law deemed applicable by the competent judicial body. Students are expected to dedicate 10 hours of active study to this section.
