What are the FIFA Procedural Rules?

Introduction

These rules focus on the organisation, composition, jurisdiction and the functions (general procedural rules) of the Football Tribunal (FT) in resolving disputes among parties in football. Within the context of the relevant FIFA regulations, only the following natural or legal persons may be a party before a chamber of the Football tribunal: Member associations, clubs affiliated to a member association, players, coaches, single-entity league, football agent licensed by FIFA and match agents licensed by FIFA.

What the regulation entails

According to article 54 of the FIFA Statutes, the Football Tribunal shall pass decisions relating to football-related disputes and regulatory applications. The Football Tribunal is composed of three chambers: the Dispute Resolution Chamber (DRC), the Players’ Status Chamber (PSC) and the Agents Chamber (AC).

What the regulation entails

The functions of the Football Tribunal are governed by the Procedural Rules Governing the Football Tribunal (Procedural Rules), as issued by the FIFA Council. The jurisdiction of the Football Tribunal to make decisions is set out in various FIFA regulations, including the Regulations on the Status and Transfer of Players (RSTP) and the Regulations Governing the Application of the FIFA Statutes (RGAS). The purpose of study is to pay key attention to the general procedures and compliance requirements of how the Football Tribunal carries out its functions. Students are required to dedicate 2 hours of active study to this section.
