The primary purpose of the FIFA Statutes is to establish the fundamental regulatory framework governing FIFA’s organisation, structure, and operations, and to define the rights and obligations of its member associations. They serve as the overarching regulation from which other FIFA regulations are derived.

Its main focus is to regulate governance, administration, and compliance across FIFA, its member associations, confederations and officials, ensuring the integrity, uniformity and proper functioning of football worldwide. The Statutes set out FIFA’s objectives, including improving and promoting the game of football globally in line with its unifying, educational, cultural and humanitarian values, particularly through youth and development programmes.

They provide the legal basis for issuing and enforcing regulations governing football and related matters, for controlling association football and preventing infringements of FIFA rules or the Laws of the Game, and for ensuring access to football for all regardless of gender or age. The Statutes also promote the development of women’s football, integrity, ethics and fair play, including the prevention of corruption, doping and match-fixing. Students are encouraged to dedicate 12 hours of study to build a solid foundation for understanding other FIFA regulations.
