The primary purpose of the FIFA Football Agent Regulations is to establish the regulatory framework governing football agent activities and to introduce minimum professional and service standards between agents and their clients. The regulations provide for a mandatory licensing system, restrictions on multiple representation to prevent conflicts of interest, and limits on agent fees, with the objective of reinforcing contractual stability, protecting the integrity of the transfer system and enhancing financial transparency.

Its main focus is to regulate the licensing of football agents, including examination requirements, continuing professional development (CPD) obligations and annual licensing conditions, as well as the rules governing representation agreements and dispute resolution. The regulations also provide that certain contractual clauses restricting an individual’s right not to use an agent or penalising them for doing so are null and void.

The FIFA Agents Department administers licence applications and oversees procedures relating to disputes involving football agents, which are decided by the Agents Chamber of the Football Tribunal. These regulations must be studied thoroughly, and students are advised to dedicate 12 hours of active study to this section.
